Is The City Of Newark Bribing California State Traffic Judge Tamiza Hockenhull To Fix Traffic Tickets?

Documents filed on December 5, 2016 (please see the link below) with the California Superior Court, Alameda County, presents evidence suggesting that the City of Newark, and its attorney, Mr. David Benoun, is potentially engaging in unethical practices of manipulating evidence, tricking traffic court judges, and possibly engaging in closed door, off the court record conferences with the trafficcourt judge to fix traffic tickets for the city. Accusations of a revenue sharing scheme between the city and traffic court judge are raised in the court filing.
The traffic ticket involves a red light camera alleged infraction. The red light cameras are operated and maintained for the City of Newark by Redflex Traffic Systems, a company, which itself has been in trouble with the law, and whose ex-CEO has been convicted of bribing city officials in the past.
The court filing documents how the city in collaboration with the California Traffic Court Judge, entrap innocent victims by dragging them to court with Redflex mailing the traffic ticket, deprive the victim of discovery, deprive of time to defend, bar presentation of witnesses, and then discount credible objective pictures/video evidence in favor of City of Newark's attorney's false assertion(s). For example, when the victim's witness presented time dated pictures showing that the red light camera warning sign, (a necessary prerequisite to operation of a red light camera) was obscured by a tree and another unrelated sign in front, the California Traffic Judge ignores the objective evidence in favor of City's attorney's fake testimony to the contrary.
